With internet connections, downloading is usually faster than uploading. For example, you might have a standard 768kbps/128kbps DSL connection. This means that theoretically you can download at a maximum of 96KB/s and upload at a maximum of 16 KB/s (divide connection speed by 8 to convert). If there is only 1 seed with this connection speed, no matter fast your download speed is you are only going to get 16KB/s max, that is if the seeder is also not uploading to anyone else and decides to upload at max speed.
Uploading at your maximum connection speed is not recommended though because it will dramatically slow down your overall connection. Many sites say that 80% of your upload speed is ideal for fast downloads without affecting your overall connection so much. Many people say their downloads perform better when it is lower than 80% and it still doesn’t affect their overall connection. Experiment with this and see what works best for you.
